Exactly the same issue, also inside China (mainland). When snapd using ~5M/s of write, `snap changes` is:

ID Status Spawn Ready Summary
347 Doing today at 16:37 HKT - Auto-refresh snaps "<other snap>", "wine-platform-runtime"

Disk write is done once the `snap changes` turns to:

ID Status Spawn Ready Summary
347 Error today at 16:37 HKT today at 17:03 HKT Auto-refresh snaps "<other snap>", "wine-platform-runtime"

Syslog b/w 16:37 and 17:03:
