I think everything has already been said on this thread so not much to add beyond agreeing with all of it, except to note some of the proposed workarounds aren't feasible politically, even if they are technically:

 * The filesystem layout is decided by your employer / school / etc, and that can't be changed
 * You don't have root on the machine
 * The layout is set because it has to coexist with some other OS (eg Windows)
 * The layout is set because it needs to match some external requirement (eg for documentation purposes, or hardcoded in scripts) and that can't be changed

That multiplies it from a 'make your system ugly to comply' issue into a 'CEO level action' kind of issue, and the latter clearly isn't going to happen.

Ubuntu does not have the power to set the rules in that particular situation, it has to work with the world as it finds it. Basically not every system is like a developer's personal laptop where they have root and can do whatever they like without external constraints.
