I got the same error in Ubuntu 18.04 updated from Ubuntu 16.04.
I tried:
sudo systemctl restart snapd.service
And I got:

sudo apt-get install snapd
And I got:
snapd.snap-repair.service is a disabled or a static unit, not starting it.
