smstools folder under /var/run isn't recreated after reboot

Binary package hint: smstools
This is a thing I have found in other packages previous, after reboot the /var/run/xxxx folder isn't recreated.
I am running Ubuntu 8.04 and the package has version smstools-3.0.10-1
This time it is /var/run/smstools that isn't recreated after /var/run get's it regular cleanup at reboot.
This bug is somewhat related to bug #135033
This bug effectivly stops smstools from working at all after a reboot.
In /var/log/smsd.log one would find records like these..
smsd: Infofile /var/run/
smsd: There was 1 major problem found.
smsd: Smsd main program terminated.
Steps to reproduce
1. Install package smstools ( sudo aptitude install smstools )
2. Make sure the smstools daemon is running ( sudo /etc/init.
3. Verify the existence, owner and group of /var/run/smstools. It should be owned by smsd and the group should be dialout( ls -la /var/run )
4. Reboot
5. Login and repeat step 3. There shouldn't be any /var/run/smstools at all if this bug still is present

I'm attaching a debdiff that should fix this in an possible SRU it also fixes #135033
