Suprised to see that pretty much nothing has happened on this bug in nearly >3 years!

The issue is that smokemail appears to be deleted on upgrade, but smokemail.dpkg-dist is there. So the fix for me was
mv /etc/smokeping/smokemail.dpkg-dist /etc/smokeping/smokemail
