Control center fails to load in gnome-main-menu

Bug Description

Binary package hint: gnome-main-menu

1. Install gnome-main-menu.
2. Add the main menu to a panel.
3. Open the control center in the main menu.
Error: Failure loading - preferences.menu

It should be noted that if you already have the control center open in the background and you try the above steps the control center will be moved to the front.
