Really, the useful command line policy management tools are in the
policycoreutils package (semanage, semodule, etc). setools definately
should be suggested rather than recommended in my opinion. I've only
ever used them out of curiosity.

Still, a separate non-X setools package providing sediff and secmds
could be considered useful.
