I am the scribus and scribus-ng package maintainer in Debian. This issue looks to be Ubuntu-specific based on the testing I've done as well. I think that Ubuntu developers should look at their modifications to qt3 and the scim issue. If there is a a need for Debian testing/comparisons I'd like to offer my help.
