Alright, let's try this in a focal VM.

$ sudo apt install ubuntu-dev-tools
$ sg sbuild -c 'mk-sbuild --arch s390x jammy'
$ sg sbuild -c 'schroot -c jammy-s390x'
$

So I can't reproduce it in a focal VM, either.
