Sadly those documents are out of date,
/etc/hotplug (and even /etc/hotplug.d) are heavily deprecated.
These scripts should instead be written as a udev rules file.
There is backwards-compatibility-shimmy in there at the moment, but it does look like it's not exactly working properly.
