As it has been said, Ubuntu policy is to not open any services on network by default. Opening a service to outside requires some competences and to know what you are doing.
It works very well in nautilus (you can install samba while activating file sharing), it is more a whishlist than a bug.
samba *is* available from Ubuntu repository ! (check http:// packages. ubuntu. com).
