there seem to be some issues with lists.samba.org (or my mail server and lists.samba.org, port 25 says connection refused)

regardless of this, since 4.10.0 is already released today and it is questionable if it will be accepted upstream in time for ubuntu 19.04 release or samba 4.10.1 release, I built a samba version with the mentioned patch in my ppa so that I can upgrade my other servers to 19.04 when it gets released.
