Thanks for filing this bug in Ubuntu, and sorry for taking to long to get to it.

There is a loop between some of your initscripts.

If this problem is still happening, please try this first:

sudo apt update
sudo apt -f install

If it happens again, then please attach the following file to this bug:

/etc/init.d/cups
