no it's not, try to left and right click on icons there, some open menus being the same or different ones, some toggle on left click, some run dialogs, etc
> why put all the actions under 1 button of the mouse, when there are 2 or more available on every PC
because user testing on non technical users show that right click is something lot of users don't use or think about and they will just not find the options there
the tone you are using there is also limit to be correct and the bug tracker is not the place to discuss design decisions
