In Ubuntu 13.10, it behaved similarly, but merely moving the window would fix it; now it requires a resize (or toggle scale mode).
Interestingly, it doesn't happen w/ all VNC servers, though I haven't found a solid pattern yet.
It doesn't happen on one particular WinXP or another Win2k machine, but it does on another nearly-identical W2k machine, all 3 running UltraVNC. The problem happens with a variety of other servers including several for Linux and the one built into VMWare. RDP connections to several flavors of Windows, and the one from VirtualBox.
