qtcreator-plugin-ubuntu package is nowadays replaced by Ubuntu SDK IDE, please see instructions at https://developer.ubuntu.com/en/phone/platform/sdk/installing-the-sdk/

If you have the problem still also with the latest SDK IDE, let's move this bug over there.
