The power off dialog is meant to ask apps if they can, or to try to, close. Apps then have the opportunity to say "no" or to ask you to save your work.
Depending on the design of the message it might be appropriate for apps to terminate immediately when they get it. I don't quite know what the design of that mechanism looks like, but the behaviour of some apps terminating sounds reasonable. Most likely it's either not a bug at all, or a bug in the app itself.
