Comment 27 for bug 1615474

This seems to be a manifestation of bug #1576989.

Workaround is to first make sure there is free space on the device and then delete

    .config/connectivity-service/config.ini.lock

I will work on a fix that makes i-network to remove this stale lock file on startup if one exists.
