As much as sticking close to upstream makes sense in principle (it is also a Fedora policy), it doesn't make sense to make a religion out of it, the highest priority should be on making things work for the user! Otherwise, what do we even have a distribution for? A distribution which just redistributes unmodified upstream code is useless.

With that said, the paper size should already be read off CUPS settings by the existing Qt code. See QTBUG-6471, which got resolved in Qt 4.7.
