As far as I know, the decision was made not to develop a full-blown KDE print infrastructure in KDE4, but instead rely on the print infra-structure provided by QT. I can appreciate the development effort needed to develop a KDE4 print system, but the problem is that the QT printing infra-structure is clearly inferior to KDE3 printing and insufficient. There appears to little development activity on the QT end, while some KDE4 developers are saying this is a QT problem, not a KDE4 problem. I think this circular argument of blame is partly responsible for the lack of progress here. By choosing Qt print infra-structure it IS a KDE4 problem to fix/deal with it, so I would think kde-print-devel to be the right community.

I wish I had more hands-on help to offer here, but I do find it hard to understand why printing remains crippled even at KDE4.3.2 while most other parts of KDE4 have made huge strides. IMHO, deciding to rely on Qt for printing has proven to be a big problem for KDE4.
