Given the nature of this package, you need to
"sudo dpkg-reconfigure qpsmtpd" before anything will work.
Also, the nature of this bug is that there is only ever a non-starting
problem after reboot.
(i.e. configure qpsmtpd and get it to start, then reboot and
notice it will no-longer start).
