Verification Steps:
0. Start guest with SE enabled and a monitor console -> PASS
1. Verify guest timer works as expected -> PASS

2. Stop/continue guest via QEMU monitor -> PASS, no warning message in monitor
3. Verify guest timer works as expected after stop/continue -> PASS
