CPU hotplug related patches in the above pull request are optimizations and targeted for QEMU-2.9. The base feature which is being tested here has been upstream since QEMU-2.7.

As noted by me in one of the earlier comments, CPU hotplug for pseries guests is done via device_add and not cpu-add.
