Workaround:
With the qcad-doc package installed, open a web browser and browse to:
file:///usr/share/doc/qcad/html/contents.html
or
file:///usr/share/doc/qcad/html/index.html

This will open the documentation.

qcaddoc.adp.gz appears to be a table of contents. contents.html is functionally the same.
