Comment 33 for bug 2002043

Nafees, while exploring adding this change, a priority is to not cause any regressions in packages already built in the archives. This is unfortunately a non-trivial change so I'm proposing making this an opt-in change, but make an informative message whenever someone compiles wheels, so they can be made aware of it. This will make it so there's minimal chances of regression, and spreads the word of this change.
