I looked into this issue, but I found that the decorator.py pointed to by the symlink was in place. It is included as part of python-decorator which is listed as a dependency of python-scipy, so I'm not sure why it isn't present on your system. Could you check whether python-decorator is installed, and if it isn't briefly describe how you installed python-scipy?
Also, could you please run the following command in a terminal (only once, as it will automatically gather debugging information):
apport-collect 1656883
