Note that this has been reported upstream: https://github.com/pypa/pip/issues/8090

It's not obvious from a quick look through the history of that ticket whether it has been properly fixed.

A workaround is to `export PYTHON_KEYRING_BACKEND=keyring.backends.null.Keyring`.
