Thanks for that report. What version of Ubuntu and of python-django do you have installed?
Gutsy with python-django0.96-1 seems to have those files (although I've not tested the examples):

$ find /usr/share/doc/python-django -name "__init__.py"
/usr/share/doc/python-django/examples/hello/__init__.py
/usr/share/doc/python-django/examples/__init__.py
