Do you really mean ~/.etc/pulse/, or do you mean /etc/pulse/? I haven't seen anyone replacing ~/.config with ~/.etc, but it wouldn't be impossible to do that.

If you meant /etc/pulse/, and ~/.config/pulse/ doesn't exist, maybe pulseaudio is running in the system mode. Is this some kind of an embedded distribution? What does "ps aux | grep pulse" print?
