As this is a feature and not a bug, it is unlikely to be backported to Ubuntu 16.04.

But you can do it yourself by adding to /etc/pulse/default.pa:

### Use hot-plugged devices like Bluetooth or USB automatically (LP: #1702794)
.ifexists module-switch-on-connect.so
load-module module-switch-on-connect
.endif
