Powerpc-utils and powerpc-ibm-utils is confusing

Bug Description

On Ubuntu users for the ppc64el architecture, I always see they installing powerpc-utils when they want to install powerpc-ibm-utils.

I want to start a discussion here on how to handle it. I am wondering if it still make sense to have both package..

Other than that, I would like to have the powerpc-ibm-utils tool added in the default installation ISO for ppc64el. How should we proceed with it?

powerpc-ibm-utils is in the minimal set, which should be installed in most/all cases. I agree that the naming is confusing, and I have a plan for the next Debian release and 16.04, if I have time, to migrate powerpc-utils to pmac-utils and powerpc-ibm-utils to powerpc-utils, so it matches the upstream name.

There will be a transitional package for one LTS->LTS cycle that pulls in both on powerpc/ppc64 (though, not on ppc64el) to make sure upgrades don't break anyone, but then we'll get to a more sane state.
