Disabling powernap (chmod 0000 /usr/sbin/powernap*) helps when on AC power, but the system still panics wen the second core spins up from a battery->AC transition.
Problem has existed for a month or so, but thought it was possibly my stsem previously, and more or less worked-around by disabling powernap
This can be reproduced on an affected system by offlining then onlining a CPU.
Uptime does not seem to affect things; this can be induced at hours+ of uptime, or with less than a minute of uptime.
Similar double panic. (First stack trace has identical addresses; second one differs.

Both systems are using nvidia drivers. (Possible commonality?)
