Comment 9 for bug 1581016

http://people.canonical.com/~ubuntu-archive/proposed-migration/xenial/update_excuses.html#postgresql-9.5 and http://people.canonical.com/~ubuntu-archive/proposed-migration/wily/update_excuses.html#postgresql-9.4 look okay as well, except for a skytools3 tmpfail on wily which I just retried. The regressions have britney hints in devel (yakkety), but they don't apply to SRUs (need to fix that).
