I believe the display of Japanese PDF by evince is now working in hardy, as long as multiverse poppler-data package is installed. Could you please check to see if http://tokyodebian.alioth.debian.org/pdf/debianmeetingresume200803.pdf causes the same display issues as the PDF from your bank?

If the behaviour is the same, please test the bank PDF against a Hardy Alpha liveCD, after installing the poppler-data package from multiverse to see if this bug may be closed.
