That makes sense. So, if this is the same setup that everybody else is using, then there is no bug. Policykit won't grant authorizations for you in your VNC session because your session is not on the local console.

This can be adjusted by going to System -> Administration -> Authorizations, but I don't recommend you mess with that too much
