System, Administration, Authorisations is out of date. It only accepts configuration files in /usr/share/PolicyKit, rather than /usr/share/polkit-1 (see bug #421800).
I propose that the menu item be hidden by default. The package it belongs to should not be removed from the default installation as it handles PolicyKit on GNOME.
