You can use the 'fastboot' kernel parameter to bypass the systemd-fsckd issue. So overall most systems can work around the bug in full using kernel parameters:
quiet splash loglevel=2 fastboot
After that I've only encountered one weird laptop that refused to stay silent (even with loglevel=0).
