I agree with Ads20000. It's a bug. It's an unresolved dependency. I should be able to type apt-get install <anything> from a bare system and all dependencies should be pulled in so I can run the application directly after the installation command.
Josh's comment is unhelpful and IMHO against the entire ethos of Ubuntu.
