This is because there are Ubuntu unique differences. It can't be sync'ed, it has to be merged.

There are limited volunteers to do this work. If you are interested in the package, see https://wiki.ubuntu.com/MOTU/Merging for information on what needs to be done. If you'd like to try and merge it, but have questions, come to the #ubuntu-motu IRC channel and people will help you. If not, you'll have to wait for it to be a priority for one of the Universe volunteers.
