I confirm this bug on a fresh Ubuntu Server 9.10-beta
ex :
root@ubuntu:~# pear install Crypt_CHAP
downloading Crypt_CHAP-1.0.2.tgz ...

root@ubuntu:~#

I try pear upgrade but there is the same problem :
root@ubuntu:~# pear upgrade
downloading PEAR-1.9.0.tgz ...
