Thank you for taking the time to report this bug and helping to make Ubuntu better.
Confirmed: php5-fpm(8) documents USR2 as the reload signal, and the upstart script defaults to HUP.
Workaround (untested): add the line "reload signal USR2" to /etc/init/php5-fpm.conf.
This also exists in Debian so should be filed there too. I'll do it when I look at fixing this in Ubuntu, unless someone else gets to it first.
