A quick look suggests that this is fixed in php7.0 as php7.0-mcrypt-dbgsym exists, for example. So I think this affects 14.04 only.
I confirm that I cannot find a debug symbol package for php5-json on Trusty - neither a directly generated binary package, nor on ddebs.ubuntu.com.
I do however see arm64 ddebs in http://ddebs.ubuntu.com/pool/universe/p/php-mcrypt/. So I suspect that the missing ddebs are an artifact of infrastructure state when the packages were built, rather than a bug in the packaging itself.
This rang a bell and I found bug 1465777. I'll mark this report as a duplicate of that bug. Summary: some ddebs weren't built in Trusty and are missing. You can rebuild locally if you need to do some local debugging.
