dtd.pl still believes it should look into /usr/lib/sgml/catalog and
/usr/lib/sgml to find DTDs, which makes it completely fail to find any
entity refered by public ID.
Workaround: set this environment variable
P_SGML_PATH=/etc/sgml:/usr/share/sgml
Fix: set SGML_SEARCH_PATH to this at the start of dtd.pl
