Overlay scrollbars are not working with Sushi and other clutter-gtk based apps

Bug Description

I don't know if it is a bug of the overlay scrollbars or a bug of gtkclutter, but they doesn't work with gtkclutter (it looks that the hover state is not detected). I can provide some samples in needed :)

I can confirm that this issue also affects GNOME Documents, for example, in addition to Sushi. In fact, I find that I can't scroll at all in those apps now, making them unusable with a large number of documents / large PDFs, respectively.

I'm bumping the importance to High since this breaks the usability of the new Ubuntu Online Accounts panel in System Settings.
