Bug Description
[Problem]
A scrubber[1] of the overlay-scrollbar does not appear.
[1] I mean an object to drag to scroll the viewing area of the window. I'm not sure what the widget is called.
[Steps to reproduce]
1. Preview a file which will show a scrollbar such as a long text file with sushi.
2. Have the mouse pointer hover over the scrollbar.
[Actual Result]
Hovering over the scrollbar shows no scrubber.
[Expected result]
A scrubber will appear.
