The DKMS script searches the kernel headers in /lib/modules/*kernel*/source/include instead of e.g. /usr/src/linux-headers-*kernel*/include.
/lib/modules/*kernel*/source does not exist and will not be created by any of the kernel packages, so this seems to be the core problem of this bug.
