Can you try:
title Windows chainloader directly chainloader (hd0,0)+1
or if that doesn't work:
title Windows rootnoverify rootnoverify (hd0,0) chainloader +1
FWIW, "makeactive" shouldn't be needed by anything modern, and causes the on-disk partition table to be changed.
