When upgrade openvswitch from 2.5 to 2.8 based on "Xenial-Pike" Repository of openstack the computer got stuck on boot .

the way to recover back is booting on safe mode deleting conf.db and after that i can boot to the server again but when neutron-openvswitch-agent reconfigure OVS is unable to restart the server again.
