Thanks for the bug report.
I am able to reproduce the problem. There are two things to consider here:
1) ifupdown is not part of the default desktop image and as such it needs to be installed anyway.
2) However, even after installing ifupdown, scripts under /etc/network/if-up.d/ don't get executed when an openvpn connection is established.
It's still not clear why this is happening, though.
I am marking this bug as Triaged and adding it to our backlog.
