Can you provide more information on your environment and how to reproduce this? I wasn't able to reproduce this on my rpi3b+ running focal, with either libssl1.1 1.1.1f-1ubuntu2.8 or 1.1.1f-1ubuntu2.9:

First, 1.1.1f-1ubuntu2.8 installed:
